Emergency Procedures

MISSION: Get *everyone* out of the Library building to outdoors

  • Alarm will sound and Library PA system will alert patrons to emergency
    • Follow up with PA announcement
  • Do *not* use the elevator
  • Use stairs to exit to the 1st floor and exit out the stairwell doors.
    • In the event of a drill patrons may refuse to go outside.  They will at least need to leave the Library through a main entrance.
    • If they refuse, do not argue but note how many and where they are.  Report this to the 1st floor supervisor.
      • Do not argue with them.
  • If a wheelchair or Amigo is involved, direct that person to the stairwell landing. Leave the building and notify the Circulation Desk and/or first responders that there is a person with limited or no mobility still in the building.
  • Lock Library doors or guard doors from outside the Library

  • 4th floor: Administration / TS / RS staff (if present) or Circulation Supervisor / students

  • If a wheelchair or Amigo is involved: direct that person to a restroom.
    • Leave the building and notify the Circulation Desk and/or first responders.
  • If time does *not* permit to get to the designated safe areas, get to nearest place protected from exterior wall glass (e.g., bathroom, etc.).
  • DO NOT HIDE IN EMERGENCY STAIRWELLS.

  • HIDE: if possible in a locked room out of sight from windows.  Turn off all lights.

If a wheelchair or Amigo is involved: attempt to get that person to a locked room with no windows if possible.

MISSION: Communicate severe weather conditions in a timely manner, possibly advising the public to move away from windows

  • In the case of approaching severe weather (thunderstorms, blizzards, etc.) notification will rely on the National Weather Service, the Weather Channel app, word of mouth, and/or possibly SVSU outdoor siren. 
    •  PLEASE NOTIFY CIRCULATION DESK IF YOU FEEL IT IS PRUDENT FOR US TO MONITOR THE WEATHER
  • The Library PA system will be used to communicate with the public.
  • If we need to interact directly with patrons Circulation Dept. will communicate with Library areas and disperse responsibility
    • 4th floor: Administration / TS / RS staff (if present) or Circulation Supervisor / students
    • 3rd floor: Circulation Supervisor / students
    • 2nd floor: Circulation Supervisor / students

 If conditions warrant a decision before the library opens:

  •  Anita, Thom, and/or Scott will make the decision not to open the library no later than 1.5 hours before opening to permit time to contact Circulation supervisors, Reference librarian, Writing Center and Center for Academic Achievement, and student workers.
  • Delay opening dependant on weather forecast.
  • Follow steps 4-6 above.

NOTE:  After storm subsides, remember to change phone message and web pages back to “open” / ”regular” status.

MISSION: Communicate University closing information in a clear and timely manner

  • When the University closes we will follow the normal Library closing procedures. 
  • Circulation Desk will contact the departments and centers to coordinate alerting patrons to the closure.
  • If there are exceptional needs (e.g., a test in progress, etc.) please let us know so we can work out accommodations.
  • See Weekend Winter Weather procedures for more information

In the event that severe winter weather or other adverse conditions necessitate closing the campus and/or cancelling classes and other activities, the following procedures will take place:

Announcement Information

  1. The local media will be contacted regarding the cancellation or closing.
  2. A Campus Alert message will be issued.
  3. The SVSU Weather/Information line (989) 964-4477 will be updated.
  4. A message will appear on the SVSU website.
  5. In the event that sudden and severe weather conditions develop and you have an emergency situation on campus, contact University Police by dialing 911 from a cell phone or 9-911 from a campus phone.

University Police Hours 20171115

University Police is making changes to its dispatch operations and office hours. Starting this coming Monday, Nov. 20, dispatch services and the front desk will be staffed from 7 a.m. to midnight Tuesday through Sunday, and from 7 a.m. to 5 p.m. on Mondays.

This change does not affect patrol officers; University Police remains fully staffed with sworn officers, and we remain committed to providing police protection on campus 24 hours per day, 7 days per week.

During those intervals when there is no campus dispatcher on duty, SVSU will be covered by Saginaw County Central Dispatch, which runs 911 services for the county. If you have an emergency, please dial 9-1-1 from your cell phone or 9-9-1-1 from an on-campus phone. Central Dispatch will communicate with University Police officers, and/or other first responders.

Also, as a reminder, please call 911 (or 9-911) for all medical emergencies, even when University Police dispatchers are on duty.

Since becoming chief of police last year, Leo Mioduszewski has been evaluating departmental operations. Like other law enforcement agencies, University Police has always been served by Saginaw County Central Dispatch. More fully using that relationship during times when SVSU experiences a relatively low volume of calls for service will allow SVSU to enhance overall efficiency. Two SVSU dispatchers recently left the university after being accepted into police academies. This presented a logical opportunity to make such a transition.

A call box has been ordered and soon will be installed outside the University Police building; those calls will be routed to Central Dispatch when the building is closed. Similarly, calls to the SVSU dispatch number (989–964-4141) during off hours can be routed to the non-emergency number for Central Dispatch. Callers who require immediate maintenance or custodial assistance will be routed to a cell phone carried by an on-duty member of Campus Facilities.

SVSU enjoys an excellent safety record. We do not expect these changes to affect campus safety.

    • All AS staff and students go immediately to the Circ Office.  From there we give instructions based on who is available.
      • Those going to upper floor should bring notepad to record messages for 1st floor supervisor
      • 1st floor supervisor should have clipboard to record messages to pass along to emergency responders
    • Confirm that 4th floor Admin, TS and/or RS are available.  If not we will need to cover those floors.
    • Students will direct patrons at exit points.  Staff will clear floors and make sure the Library is evacuated.
  • In case of intruder: everyone for themselves.  No exceptions.

FIRE
